Chennai: The Tamil Nadu government's free laptop program for students is expected to launch on January 5, 2025. According to official sources, the recipients for the first phase have already been finalized.
The flagship initiative, announced in the Tamil Nadu budget for 2025, aims to improve digital access, bridge the technology gap among students, and prepare young people for AI-driven careers.
2,000 Crore Rupees Budget for 20 Lakh Students
The state government has allocated 2,000 crore rupees to distribute 20 lakh laptops over the next two years. In the first phase, nearly 10 lakh final-year students will receive laptops.
Students pursuing the following courses at government and government-aided colleges are eligible:
Arts and Science
Engineering
Medicine
Law
Agriculture
Polytechnic
Priority for Beneficiaries of Social Programs
Officials stated that most of the beneficiaries have been selected from students already benefiting from the Pudhumai Penn and Tamil Pudhalvan schemes. The laptop program will later be extended to students of private colleges, including those admitted through the 7.5% reservation quota in leading private institutions.
According to P. Shankar, the Principal Secretary for Higher Education, the Tamil Nadu e-Governance Agency (TNeGA) is overseeing the verification of beneficiaries. The government aims to complete the distribution of all 10 lakh laptops by the end of February 2025.
Initially, only final-year students will receive laptops, followed by first and second-year students in subsequent phases.
AI-Enabled Laptops with Windows 11 and Free AI Tools
A technical committee comprising experts from Anna University, IIT Madras, the National Informatics Centre, and other colleges has finalized the device specifications. To support AI-based learning, all laptops run on Windows 11. The Electronics Corporation of Tamil Nadu (ELCOT) has entered into a direct agreement with Microsoft, eliminating intermediaries and ensuring access to standard software.
As a significant contribution to AI learning, ELCOT has also partnered with Perplexity AI and is offering students six months of free access to Perplexity Pro AI.
The laptops are being procured directly from Dell, Acer, and HP. Program timeline clarified amidst political debate.
Responding to criticism from the AIADMK, Udhayanidhi Stalin stated that the free laptop distribution program is not politically motivated.
His remarks came after Edappadi K. Palaniswami accused the DMK government of reviving the program ahead of the elections to garner votes.
"The program was already announced in the budget. Distribution will begin gradually in each district after the Christmas and New Year holidays, once the colleges reopen," said Udhayanidhi.
